Basys Analytics Agent — L4 KI assistant for cross-umbrella ACP work

The Basys Analytics Agent (internal slug basys-analytics-agent, L4 KI tier) is the in-house reasoning agent that ships the Vault (BASA-29168), Playbook Safety (BASA-29169) and Settlement Lifecycle (BASA-29170) umbrellas end-to-end. It accepts a dispatched instruction + asset selection from /play/acp/dispatch, resolves credentials from the Vault, matches the request against an installed playbook or plans a reasoning-mode sequence, executes the work via the ACP remote-exec adapters (TeamViewer, SSH, WinRM, RDP-Gateway), emits ACP events into the audit panel, and triggers settlement.
